Culture, Media and Sport Committee<\/span><\/p><\/blockquote>\n<p>However, the <em>Guardian<\/em> <a href=\"https:\/\/www.theguardian.com\/technology\/2025\/feb\/25\/uk-ministers-planning-to-change-ai-plans-to-protect-creative-industries\" target=\"_blank\" rel=\"noopener\">reported<\/a> on Tuesday that, in the face of opposition from cultural industries, particularly music, the Labour government of Prime Minister Keir Starmer is considering concessions to address rightsholders\u2019 concerns.<\/p>\n<p>One option, the <em>Guardian<\/em> reported, would be to limit the opt-out policy to UK companies only. UK developers would be able to use copyrighted materials by default, unless a rightsholder opted out, but AI developers from the US and elsewhere would be required to gain permission from rightsholders beforehand.<\/p>\n<p>Another option would be to allow creative industries to opt out of AI training by default, but would allow mass media, such as newspapers and TV, to be used in training AI by default, the <em>Guardian<\/em> reported.<\/p>\n<p><span style=\"font-weight: 400;\">      <div class=\"mb-advert__incontent\">      <div class=\"mb-advert mb-advert__spu\" data-loaded=\"no\" data-name=\"300x250 Sponsor MPU #2\" data-params=\"dfp_spu2\" id=\"dfp_spu2\"><\/div>      <\/div>      <\/span><\/p>\n<p>The potential changes come amid what the <em>Guardian<\/em> described as \u201cintense lobbying\u201d against the opt-out proposal by prominent artists.<\/p>\n<p>Earlier this week, 1,000 musicians, including <strong>Damon Albarn<\/strong>, <strong>Kate Bush<\/strong>, and <strong>Annie Lennox<\/strong>, <a href=\"https:\/\/www.musicbusinessworldwide.com\/damon-albarn-kate-bush-among-1000-artists-to-release-silent-album-protesting-uks-ai-copyright-plans\/\" target=\"_blank\" rel=\"noopener\">released a \u201csilent album\u201d<\/a> in protest of the proposed changes.<\/p>\n<p>Last week, the heads of the three major global music companies \u2013 <strong>Sony Music Entertainment<\/strong> (SME), <strong>Universal Music Group<\/strong> (UMG), and <strong>Warner Music Group<\/strong> (WMG) <a href=\"https:\/\/www.musicbusinessworldwide.com\/major-record-company-bosses-back-campaign-against-uk-ai-copyright-proposal\/\" target=\"_blank\" rel=\"noopener\">joined a campaign by the <em>Daily Mail<\/em><\/a> to stop the opt-out policy.<\/p>\n<p>SME Chairman <strong>Rob Stringer<\/strong> asserted that \u201ccreators must be rewarded for being part of this technological revolution,\u201d while WMG CEO <strong>Robert Kyncl<\/strong> said the proposed rule \u201cwould undermine the ability of artists and songwriters, copyright holders that invest in them and the creative community at large, to monetize and control their creative works and earn a living from their creativity.\u201d<\/p>\n<blockquote><p>&#8220;The government\u2019s proposal for the onus to be on creators to opt-out of AI training is like burglars being allowed into your house unless there&#8217;s a big sign on your front door expressly telling them that thievery isn&#8217;t allowed.\u201d<\/p>\n<p><span style=\"color: #000000;\">Dame Caroline Dinenage MP<\/span><\/p><\/blockquote>\n<p>UMG Chairman and CEO <strong>Sir Lucian Grainge<\/strong> said the UK \u201cstands at a decisive crossroads because what is \u2018Made in Britain\u2019 and exported to the world is not limited to physical products, but also intellectual property and copyright including music, visual art, life sciences and more.\u201d<\/p>\n<p>In a statement issued on Wednesday (February 26), <strong>Dame Caroline Dinenage MP<\/strong>, Chair of the CMS parliamentary committee, compared the proposed opt-out rule to \u201cburglars being allowed into your house unless there&#8217;s a big sign on your front door expressly telling them that thievery isn&#8217;t allowed.\u201d<\/p>\n<p><strong>Chi Onwurah MP<\/strong>, Chair of the SITC committee, urged the government to &#8220;find the right solution to the relationship between AI developers and rights holders, balancing the interests of both for the public good.\u201d<\/p>\n<p>Added Onwurah: \u201cA technical solution needs to be easy to use and accessible for everyone, whether you\u2019re an AI start-up or an individual rights holder.
