{"id":229175,"date":"2025-04-15T18:10:27","date_gmt":"2025-04-15T17:10:27","guid":{"rendered":"https:\/\/www.musicbusinessworldwide.com\/?p=229175"},"modified":"2025-04-15T18:10:27","modified_gmt":"2025-04-15T17:10:27","slug":"brazil-launches-largest-ever-operation-to-disrupt-streaming-fraud","status":"publish","type":"post","link":"https:\/\/www.musicbusinessworldwide.com\/brazil-launches-largest-ever-operation-to-disrupt-streaming-fraud\/","title":{"rendered":"Brazil launches \u2018largest-ever\u2019 operation to disrupt streaming fraud"},"content":{"rendered":"<p>Brazilian law enforcement has launched what is being called the \u201clargest-ever\u201d operation to disrupt streaming fraud \u2013 the practice of creating fake streams of music or other media content to skim money from digital service providers or advertisers.<\/p>\n<p>The initiative targets <strong>JustAnotherPanel<\/strong>, a global organization that provides technical infrastructure to a large network of resellers that offer fake streams used in streaming manipulation, according to global recorded music industry umbrella group <strong>IFPI<\/strong>.<\/p>\n<p>Cyber Gaeco, the cybercrime unit of the prosecutor\u2019s office in Sao Paulo, obtained a court order that blocked JustAnotherPanel in Brazil, and at least <strong>43 local illegal services<\/strong> have been disrupted, and <strong>1,131 resellers<\/strong> of streaming fraud services outside Brazil have been impacted, IFPI said in a statement on Tuesday (April 15).<\/p>\n<p><span style=\"font-weight: 400;\">      <div class=\"mb-advert__incontent\">      <div class=\"mb-advert mb-advert__tweeny hidden-xs hidden-ms hidden-sm\" data-loaded=\"no\" data-sizes=\"992 1200 1440\" data-name=\"628x90 Sponsor banner #5 (992+1200+1440)\" data-params=\"dfp_sponsor5_628\" id=\"dfp_sponsor5_628\"><\/div>      <div class=\"mb-advert mb-advert__banner mb-advert__banner--inline hidden-xs hidden-sm hidden-md hidden-lg\" data-loaded=\"no\" data-sizes=\"480\" data-name=\"468x60 Sponsor banner #5 (480)\" data-params=\"dfp_sponsor5_468\" id=\"dfp_sponsor5_468\"><\/div>      <div class=\"mb-advert mb-advert__mobile mb-advert__mobile--inline hidden-ms hidden-md hidden-lg\" data-loaded=\"no\" data-sizes=\"320 768\" data-name=\"300x50 Sponsor banner #5 (320+768)\" data-params=\"dfp_sponsor5_300\" id=\"dfp_sponsor5_300\"><\/div>      <\/div>      <\/span><\/p>\n<p><a href=\"https:\/\/www.musicbusinessworldwide.com\/streaming-fraud-costs-the-global-music-industry-2bn-a-year-according-to-beatdapp-now-its-partnering-with-beatport-to-combat-the-trend\/\" target=\"_blank\" rel=\"noopener\">According to<\/a> music data tracking firm <strong>Beatdapp<\/strong>, music streaming fraud costs the music industry some <strong>$2 billion<\/strong> per year.<\/p>\n<p>\u201cBy delivering fake music streams, JustAnotherPanel misled fans and ultimately diverted revenue away from artists and music creators,\u201d IFPI said. \u201cSuch activity was found to amount to criminal offences including breach of consumer protection laws.\u201d<\/p>\n<p>IFPI said it&#8217;s \u201cthe single largest action yet\u201d against streaming fraud.<\/p>\n<p><span style=\"font-weight: 400;\">      <div class=\"mb-advert__incontent\">      <div class=\"mb-advert mb-advert__spu\" data-loaded=\"no\" data-name=\"300x250 Sponsor MPU #1\" data-params=\"dfp_spu1\" id=\"dfp_spu1\"><\/div>      <\/div>      <\/span><\/p>\n<p>\u201cFake streams aren\u2019t just a numbers game \u2013 they harm artists and erode trust in our system,\u201d IFPI CEO <strong>Victoria Oakley<\/strong> said.<\/p>\n<p>Cyber Gaeco\u2019s actions \u201creinforce[d] the value of authenticity in music and ensure[d] that Brazilian artists and music creators can continue to create new music,\u201d Oakley added.<\/p>\n<p><strong>Paulo Rosa<\/strong>, President of Brazilian recorded music trade group <strong>Pro-M\u00fasica<\/strong>, described streaming manipulation as \u201cone of the biggest concerns of the music sector,\u201d and said Pro-M\u00fasica would \u201ccontinue to work closely with Brazilian authorities to tackle these fraudulent practices and protect music consumers.&#8221;<\/p>\n<blockquote><p>\u201cBy delivering fake music streams, JustAnotherPanel misled fans and ultimately diverted revenue away from artists and music creators.&#8221;<\/p>\n<p><span style=\"color: #000000;\">Victoria Oakley, IFPI<\/span><\/p><\/blockquote>\n<p>Other countries\u2019 efforts against streaming fraud have often focused on prolific individual streaming fraudsters, rather than the technology backing them. Last September, the US Department of Justice <a href=\"https:\/\/www.musicbusinessworldwide.com\/this-us-musician-allegedly-generated-10m-using-bots-to-rack-up-fake-streams-of-ai-songs-he-could-face-decades-in-prison-for-wire-fraud-and-money-laundering\/\" target=\"_blank\" rel=\"noopener\">indicted<\/a> a 52-year-old North Carolina resident for allegedly generating fake music streams that racked up some <strong>$10 million<\/strong> in royalties.<\/p>\n<p>According to the indictment, <strong>Michael Smith<\/strong> employed a number of measures to boost streams, including using fake email accounts and cloud computer services, and paying for family plans on streaming platforms.<\/p>\n<p><span style=\"font-weight: 400;\">      <div class=\"mb-advert__incontent\">      <div class=\"mb-advert mb-advert__spu\" data-loaded=\"no\" data-name=\"300x250 Sponsor MPU #2\" data-params=\"dfp_spu2\" id=\"dfp_spu2\"><\/div>      <\/div>      <\/span><\/p>\n<p>Also last year, a man in Denmark was <a href=\"https:\/\/www.musicbusinessworldwide.com\/danish-man-sent-to-prison-over-streaming-fraud-in-case-called-historic-by-artists-groups12\/\" target=\"_blank\" rel=\"noopener\">convicted<\/a> of artificially boosting the stream count on <strong>689 tracks<\/strong> he had uploaded to streaming services including <strong>Apple Music<\/strong>, <strong>Spotify<\/strong> and <strong>YouSee Musik<\/strong> between 2013 and 2019.<\/p>\n<p>Additionally, prosecutors said the tracks the defendant uploaded were not his own, but were instead other artists\u2019 work that had their tempo and length changed,. The unnamed individual was found guilty of breaching copyright on <strong>37 tracks<\/strong>.<\/p>\n<p>Prosecutors initially said the defendant had earned the equivalent of <strong>$635,000<\/strong> on the fraudulent streams, but ultimately only were only able to prove <strong>$290,000<\/strong>-worth of streaming fraud.<\/p>\n<hr \/>\n<p>Brazil has proven itself to be a particularly aggressive jurisdiction when it comes to fighting streaming fraud and other forms of IP piracy.<\/p>\n<p>Last month, authorities in the country <a href=\"https:\/\/www.musicbusinessworldwide.com\/brazilian-authorities-make-arrest-in-uploading-of-400-fake-tracks-to-spotify-that-were-streamed-28m-times\/\" target=\"_blank\" rel=\"noopener\">arrested and charged<\/a> an individual accused of uploading more than <strong>400 fake tracks<\/strong> to Spotify. The tracks generated more than <strong>28 million plays<\/strong> and earned the unnamed suspect some <strong>$65,000<\/strong>.<\/p>\n<p>Authorities also alleged that the suspect had stolen <strong>36 tracks<\/strong> from local composers through promotional WhatsApp groups.<\/p>\n<p>In 2020, Brazilian authorities <a href=\"https:\/\/www.musicbusinessworldwide.com\/multiple-fake-stream-sites-shut-down-in-brazil\/\" target=\"_blank\" rel=\"noopener\">announced<\/a> they had taken down <strong>14 websites<\/strong> involved in streaming manipulation, and the following year, they announced they had <a href=\"https:\/\/www.musicbusinessworldwide.com\/several-fake-stream-sites-shut-down-in-brazil\/\" target=\"_blank\" rel=\"noopener\">shut down<\/a> <strong>10 streaming manipulation services<\/strong>, while another 20 stopped offering the services.<\/p>\n<p>In 2023, Brazilian law enforcement took down <strong>FileWarez<\/strong>, which <a href=\"https:\/\/www.musicbusinessworldwide.com\/brazilian-authorities-take-down-illegal-file-sharing-site-filewarez-in-win-for-record-companies\/\" target=\"_blank\" rel=\"noopener\">IFPI described<\/a> as the most popular illicit file-sharing site in the country, which at its peak counted <strong>118,000 registered users<\/strong>.<\/p>\n<p>In 2024 law enforcement\u2019s <strong>Operation Redirect<\/strong> <a href=\"https:\/\/www.musicbusinessworldwide.com\/brazil-cracks-down-on-music-piracy-sites-spreading-malware-under-operation-redirect\/\" target=\"_blank\" rel=\"noopener\">took down<\/a> eight illegal online music services that were being used to distribute malware to users.<\/p>\n<p>For several years, Brazilian authorities have been running \u201c<strong>Operation 404<\/strong>,\u201d an ongoing initiative to take down copyright-infringing music services with the cooperation of trade groups like IFPI and Pro-M\u00fasica.\u00a0 <a href=\"https:\/\/www.musicbusinessworldwide.com\/files\/2025\/01\/2024-Review-of-Notorious-Markets-of-Counterfeiting-and-Piracy-final.pdf\" target=\"_blank\" rel=\"noopener\">According to<\/a> the Office of the US Trade Representative, as of September 2024, seven Operation 404 initiatives had been carried out, the most recent focusing on stream-ripping sites and apps in Brazil and Paraguay.<\/p>\n","protected":false},"excerpt":{"rendered":"<p>At least 43 illegal services in Brazil have been disrupted, and 1,131 resellers of streaming fraud services outside Brazil have been impacted<\/p>\n","protected":false},"author":46,"featured_media":211793,"comment_status":"open","ping_status":"closed","sticky":false,"template":"","format":"standard","meta":{"_acf_changed":false,"footnotes":""},"categories":[7],"tags":[2998,102,133995,133994,128813,130491,133993],"class_list":["post-229175","post","type-post","status-publish","format-standard","has-post-thumbnail","hentry","category-news","tag-brazil","tag-ifpi","tag-justanotherpanel","tag-paulo-rosa","tag-pro-musica-brasil","tag-streaming-fraud","tag-victoria-oakley"],"acf":[],"_links":{"self":[{"href":"https:\/\/www.musicbusinessworldwide.com\/wp-json\/wp\/v2\/posts\/229175","targetHints":{"allow":["GET"]}}],"collection":[{"href":"https:\/\/www.musicbusinessworldwide.com\/wp-json\/wp\/v2\/posts"}],"about":[{"href":"https:\/\/www.musicbusinessworldwide.com\/wp-json\/wp\/v2\/types\/post"}],"author":[{"embeddable":true,"href":"https:\/\/www.musicbusinessworldwide.com\/wp-json\/wp\/v2\/users\/46"}],"replies":[{"embeddable":true,"href":"https:\/\/www.musicbusinessworldwide.com\/wp-json\/wp\/v2\/comments?post=229175"}],"version-history":[{"count":0,"href":"https:\/\/www.musicbusinessworldwide.com\/wp-json\/wp\/v2\/posts\/229175\/revisions"}],"wp:featuredmedia":[{"embeddable":true,"href":"https:\/\/www.musicbusinessworldwide.com\/wp-json\/wp\/v2\/media\/211793"}],"wp:attachment":[{"href":"https:\/\/www.musicbusinessworldwide.com\/wp-json\/wp\/v2\/media?parent=229175"}],"wp:term":[{"taxonomy":"category","embeddable":true,"href":"https:\/\/www.musicbusinessworldwide.com\/wp-json\/wp\/v2\/categories?post=229175"},{"taxonomy":"post_tag","embeddable":true,"href":"https:\/\/www.musicbusinessworldwide.com\/wp-json\/wp\/v2\/tags?post=229175"}],"curies":[{"name":"wp","href":"https:\/\/api.w.org\/{rel}","templated":true}]}}
