She was also connected with music industry lobbyists, appearing at events <a href=\"https:\/\/www.youtube.com\/watch?v=NXL54nepr_A\" target=\"_blank\" rel=\"noopener\">hosted<\/a> by the <strong>National Music Publishers&#8217; Association (NMPA)<\/strong> and others in recent years.<\/p>\n<p class=\"whitespace-pre-wrap break-words\">On Friday (May 9), <strong>Perlmutter <\/strong>and her team, via the US Copyright Office, issued a <a class=\"underline\" href=\"https:\/\/www.copyright.gov\/ai\/Copyright-and-Artificial-Intelligence-Part-3-Generative-AI-Training-Report-Pre-Publication-Version.pdf\">pre-publication version of a new report on copyright and artificial intelligence.<\/a><\/p>\n<blockquote><p>&#8220;[M]aking commercial use of vast troves of <strong>copyrighted works<\/strong> to produce expressive content that competes with them in existing markets&#8230; goes beyond established fair use boundaries.&#8221;<\/p>\n<p><span style=\"color: #000000;\">New US Copyright Office Report<\/span><\/p><\/blockquote>\n<p>The balanced report seems to take a stance that some tech titans won&#8217;t appreciate: training AI on <strong>copyrighted songs<\/strong> without licensing likely exceeds &#8216;fair use&#8217; definitions in the United States.<\/p>\n<p>Indeed, the report said: &#8220;[M]aking commercial use of vast troves of <strong>copyrighted works<\/strong> to produce expressive content that competes with them in existing markets, especially where this is accomplished through illegal access, goes beyond established fair use boundaries.&#8221;<\/p>\n<p>It also directly acknowledged the potential <strong>commercial harm to IP rightsholders <\/strong>from unlicensed gen-AI, adding: &#8220;If [an AI] model can produce substantially similar outputs that directly substitute for works in the training data, it can lead to lost sales.&#8221;<\/p>\n<p>The report further cited concerns from organizations like <strong>Universal Music Group<\/strong> that &#8220;AI-generated music becomes increasingly easy to create, it saturates this already dense marketplace, competing unfairly with genuine human artistry, distorting digital platform algorithms and driving &#8216;cheap content oversupply'&#8221;.<\/p>\n<p><span style=\"font-weight: 400;\">      <div class=\"mb-advert__incontent\">      <div class=\"mb-advert mb-advert__spu\" data-loaded=\"no\" data-name=\"300x250 Sponsor MPU #1\" data-params=\"dfp_spu1\" id=\"dfp_spu1\"><\/div>      <\/div>      <\/span><\/p>\n<p>Less than 24 hours after the report became available, on Saturday (May 10), <strong>Perlmutter<\/strong> received an email from the White House telling her that her role was being &#8220;terminated&#8221;, according to <em><a href=\"https:\/\/www.politico.com\/news\/2025\/05\/10\/trump-u-s-copyright-official-00340306\" target=\"_blank\" rel=\"noopener\">Politico<\/a>.<\/em><\/p>\n<p>Subsequent to the firing, Representative <strong>Joe Morelle<\/strong>, the top Democrat on the House Administration Committee \u2013 which oversees the Library of Congress \u2013 <a href=\"https:\/\/www.politico.com\/news\/2025\/05\/10\/trump-u-s-copyright-official-00340306\" target=\"_blank\" rel=\"noopener\">said<\/a> it was &#8220;no coincidence [Trump] acted less than a day after [Perlmutter] refused to rubber-stamp Elon Musk&#8217;s efforts to mine troves of copyrighted works to train AI models&#8221;.<\/p>\n<blockquote><figure class=\"mbw-articlepic mbw-articlepic--right\"><img  class=\"lazyload\" data-srcset=\"https:\/\/www.musicbusinessworldwide.com\/files\/2025\/05\/1200px-Joe_Morelle_118th_Congres-80x100.jpg 80w, https:\/\/www.musicbusinessworldwide.com\/files\/2025\/05\/1200px-Joe_Morelle_118th_Congres-160x200.jpg 160w, https:\/\/www.musicbusinessworldwide.com\/files\/2025\/05\/1200px-Joe_Morelle_118th_Congres-320x400.jpg 320w, https:\/\/www.musicbusinessworldwide.com\/files\/2025\/05\/1200px-Joe_Morelle_118th_Congres-418x523.jpg 418w, https:\/\/www.musicbusinessworldwide.com\/files\/2025\/05\/1200px-Joe_Morelle_118th_Congres-648x810.jpg 648w, https:\/\/www.musicbusinessworldwide.com\/files\/2025\/05\/1200px-Joe_Morelle_118th_Congres-836x1045.jpg 836w\" data-sizes=\"auto\"><\/figure><p>&#8220;It&#8217;s no coincidence [Trump] acted less than a day after [Perlmutter] refused to rubber-stamp Elon Musk&#8217;s efforts to mine troves of copyrighted works to train AI models.&#8221;<\/p>\n<p><span style=\"color: #000000;\"><strong>Rep. It emphasised the economic harm unlicensed training can cause to creators.
