Supporters of the proposal include<b> OpenAI\u2019s Sam Altman<\/b>, <b>Anduril\u2019s Palmer Luckey<\/b>, and<b> a16z\u2019s Marc Andreessen<\/b>, according to <i><a href=\"https:\/\/techcrunch.com\/2025\/06\/30\/congress-might-block-state-ai-laws-for-five-years-heres-what-it-means\/\" target=\"_blank\" rel=\"noopener\">TechCrunch<\/a>.<\/i><\/p>\n<blockquote>\n<p class=\"p1\">\u201cPeople will be at risk until basic rules ensuring safety and fairness can go into effect.\u201d<\/p>\n<p class=\"p1\"><span style=\"color: #000000;\">Sarah Huckabee Sanders, Governor of Arkansas<\/span><\/p>\n<\/blockquote>\n<p class=\"p1\">However, the proposal drew opposition as further details emerged. <b>Arkansas Governor<\/b> <b>Sarah Huckabee Sanders<\/b>, Trump&#8217;s former press secretary, rallied Republican governors against the measure, <a href=\"https:\/\/governor.arkansas.gov\/news_post\/sanders-leads-republican-governors-to-call-on-congress-to-remove-ai-regulatory-moratorium-from-one-big-beautiful-bill\/\" target=\"_blank\" rel=\"noopener\">writing<\/a> to <b>Senate Majority Leader John Thune<\/b> and<b> Speaker of the House of Representatives Mike Johnson <\/b>last week to remove the AI regulatory moratorium.<\/p>\n<p class=\"p1\">Sanders wrote: \u201cPeople will be at risk until basic rules ensuring safety and fairness can go into effect.\u201d<\/p>\n<p class=\"p1\"><b>Senator Marsha Blackburn of Tennessee<\/b>, who initially supported the moratorium, ultimately partnered with <b>Washington Democrat Maria Cantwell <\/b>to kill the provision entirely.<\/p>\n<p class=\"p1\">      <div class=\"mb-advert__incontent\">      <div class=\"mb-advert mb-advert__spu\" data-loaded=\"no\" data-name=\"300x250 Sponsor MPU #1\" data-params=\"dfp_spu1\" id=\"dfp_spu1\"><\/div>      <\/div>      <\/p>\n<p class=\"p1\">Despite Cruz and Blackburn<a href=\"https:\/\/www.politico.com\/live-updates\/2025\/06\/29\/congress\/medicaid-rebuttal-banks-tillis-00431489\" target=\"_blank\" rel=\"noopener\"> teaming up<\/a>\u00a0to pitch changes to the AI moratiorium including shortening the timeframe to five years, Blackburn pullled her support, citing \u201cproblems with the language\u201d of the amendment.<\/p>\n<blockquote>\n<p class=\"p1\">\u201cWhile I appreciate Chairman Cruz\u2019s efforts to find acceptable language that allows states to protect their citizens from the abuses of AI, the current language is not acceptable to those who need these protections the most.\u201d<\/p>\n<p class=\"p1\"><span style=\"color: #000000;\"><b>Marsha Blackburn, US Senator<\/b><\/span><\/p>\n<\/blockquote>\n<p class=\"p1\">Blackburn on Tuesday said: \u201cWhile I appreciate Chairman Cruz\u2019s efforts to find acceptable language that allows states to protect their citizens from the abuses of AI, the current language is not acceptable to those who need these protections the most.\u201d<\/p>\n<blockquote>\n<p class=\"p1\">\u201cWhen I spoke to President Trump last night, he said it was a terrific agreement&#8230; But outside interests opposed that deal.\u201d<\/p>\n<p><span style=\"color: #000000;\">Ted Cruz, US Senator<\/span><\/p><\/blockquote>\n<p class=\"p1\">Cruz suggested the bill could have \u201cpassed easily\u201d if Blackburn hadn&#8217;t withdrawn her support.<\/p>\n<p class=\"p1\">\u201cWhen I spoke to President Trump last night, he said it was a terrific agreement,\u201d Cruz was <a href=\"https:\/\/apnews.com\/article\/congress-ai-provision-moratorium-states-20beeeb6967057be5fe64678f72f6ab0\" target=\"_blank\" rel=\"noopener\">quoted<\/a> by the <i>Associated Press <\/i>as saying. \u201cThe agreement protected kids and protected the rights of creative artists. But outside interests opposed that deal.\u201d<\/p>\n<p class=\"p1\">      <div class=\"mb-advert__incontent\">      <div class=\"mb-advert mb-advert__spu\" data-loaded=\"no\" data-name=\"300x250 Sponsor MPU #2\" data-params=\"dfp_spu2\" id=\"dfp_spu2\"><\/div>      <\/div>      <\/p>\n<p class=\"p1\">The <b>Human Artistry Campaign<\/b> \u2014<span class=\"Apple-converted-space\">\u00a0 <\/span>which represents recording artists,\u202fsongwriters, composers, publishers, independent record labels, journalists,\u202fphotographers,\u202factors, athletes and more \u2014 welcomed the decision, arguing that the ban would have prevented states from requiring transparency about whose artistic works train AI models and from blocking unauthorized deepfakes.<\/p>\n<blockquote>\n<p class=\"p1\">&#8220;This dangerous and unwise proposal would have banned states from passing new legislation or enforcing existing laws, including to provide greater transparency about whose art was copied to create AI models and banning nonconsensual deepfakes and voice clones.&#8221;<\/p>\n<p><span style=\"color: #000000;\">Human Artistry Campaign<\/span><\/p><\/blockquote>\n<p class=\"p1\">Following the vote, the campaign said in a statement to <em>MBW<\/em>: \u201cThe Human Artistry Campaign is grateful to Senators Blackburn and Cantwell for their steadfast support and applauds the Senate&#8217;s resounding rejection of AI without guardrails. This dangerous and unwise proposal would have banned states from passing new legislation or enforcing existing laws, including to provide greater transparency about whose art was copied to create AI models and banning nonconsensual deepfakes and voice clones.
